Preheat oven to 350*F. Line 18 cupcake tins with liners – set aside.
In a large mixing bowl sift together the flour, sugar, baking powder and salt.
Add butter, milk, and vanilla. With a hand mixer, beat for 2 minutes, occasionally scraping down the sides of the bowl.
Add eggs and beat for 2 minutes more.
Pour batter into prepared cupcake tins. Insert hershey kiss into center of each batter filled cupcake tin.
Bake 25 minutes, or until a toothpick inserted into the center comes out clean. Remove from oven. Cool completely prior to frosting.
Whipped Vanilla Frosting
In a medium bowl, combine pudding mix with milk and vanilla. Mix until smooth. Gently fold in whipped topping until no streaks remain. Spread evenly over cupcakes. Top each with a Hershey Kiss and sprinkles if you’d like.
